It only works at the beginning of empire. The US empire & home nation are in the late/last stage. AKA, the decadent stage. The US has been responding the same way the Romans did - with mercenaries or ‘contractors’ in PC speak. There’s plans for more mercs & obesity rates are climbing, along with it’s 200 comorbidities, with no end in sight & US dumbness appears to be 900% more infectious than SARS-CoV-2. No one in their right mind would fight for a ‘nation’ that’s thrown 80-90% of the people overboard & abandoned them to the parasitic corporate sharks. Anyone in in their right mind would flee to a civilized nation where your children won’t have to wear bullet proof backpacks to school & practice ‘active shooter drills’.

Hatred of America was so cool & edgy during the 1980s. However, such mindless hatred has entered its late, decadent phase. It’s getting morbid now; sharing its comorbidities with other recklessly rampant dumbnesses.
Of course, obsessing over America does have the advantage of distracting you from your own inadequacies, and the parlous state of the real world. Like any other morbid addiction.
Naturally, historical agents have no phucking clue what “stage” they are in. Whether it’s late, early, middle, golden, silver, decadent, or whatever the phuck else. That’s a retrospective judgment, made by, y’know, people who have a clue what they’re phucking talking about.
For inst, use of mercenaries or ‘contractors’ as an indicator of decline. The British Empire, at its evil height, routinely deployed such proxy practices. And they didn’t conduce towards its decay.
To paraphrase Henry Jones, Sr. such appalling reasoning tells me that goose-stepping mor*ns should try reading books instead of burning them.
