Scipio Africanus (236–183 B.C.) was one of the most exciting and dynamic leaders in history. As commander he never lost a battle. Yet it is his adversary, Hannibal, who has lived on in the public memory, due mostly to his daring march through the Alps with his elephants. At the Battle of the Ticinus, Hannibal’s initial encounter with Roman arms, young Scipio first tasted warfare, rescuing his dangerously wounded, encircled father, who was also the Roman commander. By nineteen Scipio was the equivalent of a staff colonel and in 210 B.C. he was placed in supreme command. In three years he destroyed Carthaginian power in Spain and, after being made consul, took his forces to Africa, where he conquered Carthage’s great ally, Syphax. Two years later he clashed with Hannibal himself, annihilating his army in the decisive Battle of Zama. For this triumph and his other exploits in the Punic Wars, Scipio was awarded the title Africanus.In his fascinating portrait of this extraordinary commander, B. H. By Zama, the elephants had lost most of their pachydermic terror value, and could be allowed to harmlessly flow through the Roman ranks. (Michael Grant was a great old classicist in his own “write”)

To be honest, Africanus was no equal to Napoleon.

No equal - Napoleon abandoned an army in Egypt; then ran out on a decimated La Grande Armée in the devastating retreat from Russia - to warm his little feet back in Pah-rhee.

As a former soldier and former professor of history (UNC-Chapel Hill), I think Africanus was far superior to Napoleon.
That is no slight on Napoleon, but the final outcome is most imperative and is most important in warfare.
So one has to ask: Did he win? Some would say that question, or it’s answer, No He Lost, is alone enough to disqualify him from any list of great military leaders.
If you win the battles and loose the war you loose.
On technical merit I also give victory to Scipio Africanus. Consider the difference in technology, food preservation, transport, weapons manufacturing and very importantly, communications.
200 B.C. vs. 1800 is a two-thousand year advance in all of the above. So given his tools and equipment. His logistics system and his use of ancient technology, he is the master of war, and yes even better than Napoleon. After-all, Napoleon lost.
As for the pachyderm terror (War Elephants) like most shock and terror weapons, the shock and the terror is abrogated by time and experience They were not as effective in subsequent battles and counter elephant tactics were developed and employed.
We got better at being gasses in the Great War over time and with experience We got better at fighting Empire of Nippon Mitsubishi A6M Zero’s with time and experience. We were better at fighting ‘The Blitzkrieg’ with time and experience.
Allied Generals are regarded higher than Nippon and Germany’s (Deutschland) Generals because they won.
